I have a 95 ls 400 egr pipe is rotted out I heard it was hard to replace or fix with a delete kit is that true and also my car idles like crap until it warms up then it is fine if you try to really get on the gas though it spits and sputters until you let off again any help

it is difficult to replace but not impossible. there are threads here to help you on how to do it. I suggest a brand new unit instead of trying to band aid it with exhaust tape or worse.

as for the idle, there are many causes. how many miles are on your car? when was the last time the MAF sensor on the intake was cleaned? when was the spark plug replaced?
