96 LS400 white exhaust smoke
My 96 LS400 starts, slightly high idle, 850-900rpm, after approx. 45 to 60 seconds it beings to smoke building to the point where it is bellowing from both sides. The excessive smoke has no coolant or chemical smell, it smells as though it is unburned fuel. I have allowed family members to use for extended periods. Would using low octane fuels have damage emission control, i.e. catalytic converters, O2 sensors.

It's power steering fluid from a leaking ACV on the pump.
The power steering system uses Mercon III ATF, not power steering fluid.
Yes, replace the ACV as soon as you can to prevent any damage to the exhaust system.

It would eventually stop, but you'll create two new problems doing that and thinning you're going to run it that way. You'll create a large vacuum leak and a pretty good power steering leak.
If if you're talking about diagnosing the problem then just disconnect one of the lines and you'll see ATF pour or drip out of the nipple. It shouldn't do that.
