It may whine until the air is fully bled out.

A clogged transmission strainer also makes a very similar noise when the trans pump is starving for fluid. Put our head under the car and rev it slightly with your right hand and see if the noise emirates from the transmission area. Most likely you still have some air in your power steering system.

If you are lock to lock with the wheels off the ground with engine running and varying the rpms from idle to 3000, and keeping up the fluid level in the reservoir and also turning it off and letting it set for a bit too. And it still won't bleed out, then there could be some sort of pump suction leak, or leak else where, or the pump is just no good. It is the biggest pain dealing with the air in the ps system I've done it a few times now in the last month, it seems like its never going to clear up. Also with the air in it when you turn the steer wheel you can feel it kinda bounce or jerk some if you feel that there is still air in it. I have never left off the cap when running but do when it sits, I just don't want a surprise of fluid getting pushed out.

remove the return line and have the car running..check to see if there is a steady flow coming out of the hose. be sure to have the line held over the pump reservoir or keep filling it to not let it run dry. where did u get ur parts from
