Default power steering module

Question on 97 LS400. My power steering was whining, and then quit working completely. Due to no time on my end, had my mechanic change out pump. Still no power. Had him change the lines and put in new rack with solenoid. still no power(he removed the new rack and installed my old one, which was a reman anyhow). changed out the Power steering control module. Still no power steering!

Does anyone know if the ECU has to be preprogrammed to accept the new module? my local mechanic doesn't know, and I called local Toyota dealer today, and they didn't have an answer. of course want car to run diagnostics, etc. I haven't checked the module to verify that its not defective, but came with one year guarantee. Just wondered if anyone has any personal experience with this. I checked the threads, but only saw the issues with blocked screens, and that is not the issue here, since all parts were changed out with new.

I've never heard of anyone having to reset the ECU after changing out ANY parts of the powersteering system.
