Default 1999 LS 400 P1351 Code

I just got finished replacing the heads on my 1999 LS 400. Yes, it is an interference engine. The heads were rebuilt from a reputable machine shop. After installation it threw the P1351 code for the VVT on the drivers side. I replaced the VVT OCV on that side, the other side was only two years old. It is still throwing the same codes. Is there something on the front end of the cam that needs to be adjusted? I see the cover and the bolts that it says not to remove....... It looks as if there is a little adjustment that can be made. I can't find anything that mentions the VVT gearing.

sounds like your cam /belt might be off by a tooth. Did you rotate the cam twice before snapping the belt on the teeth.
