Default Wont go pass 1100 rpm in drive

94ls400 won't go over 1100 rpm in drive it go pass 1100 rpm in park or neutral . Do anyone have an ideal or had this problem before?

is the throttle going all the way down? check TPS. also might be ECU MAYBE

Pardon me of this sounds condescending, but is the floor mat bunched up underneath the gas pedal?

I've actually seen this as the cause of that same issue in many peoples cars over the years

The floor mats not in the way lol. I'm not sure about the throttle body opening but I'll check it out I know it's running rich. I had the ecu rebuilt

Just recently on the ECU? Did they use the correct parts?

If would be very helpful if you could pull the ECU and carefully open it and photograph the inside and let us have a look, you want high quality pics taken in bright light, and be sure to disconnect the negative battery cable before disconnecting or reconnecting the ECU - and when opening an ECU, be gentle and careful and be barefooted and wearing all cotton clothes for static protection!

The reason I say this, is that I have seen the work of every major source of rebuilt ECU's in the United States, and no one is using the correct capacitors or employing proper low-ESR soldering techniques that I have seen. Incorrect capacitors or counterfeit capacitors are rampant, and often worse than if the ECU hadn't been rebuilt at all.

you can also do Yamae's ECU ripple test which will test the ECU health without even removing it from the car!
