Do I really need California cats in Texas?
I know it's against the law to not use California cats on a California vehicle. I just talked to a Lexus tech and he said the regular ones will work and get rid of the codes, but he said it's against the law. I'm trying to decide if I should get the regular cats over the California cats? Any Advice? The o2 and egr has already been ruled out.

In the technical sense of the law, I'd tend to lean towards CA complete emission system with the specified cats. Provided the cost is not that different. OTOH, do in Texas as they do in Texas. If you plan on selling the car and there is a remote possibility a buyer comes from CA, this qualifier will make it easier to register the car. The remaining 49 states, this will not be an issue.
On a side note, I've thought the CA spec was a PITA for manufacturers when this started. CA's lousy air qualities promoted such and it continues. At least these days the cars are 50 state.

Non CA complaint cats will most likely trigger 420 and 430 within 6 months of use. Not enough precious metals in the cat and the post cat O2 sensors will not be happy. I know it sounds weird but there is a difference between CA compliant and CA certified. The complaint will cost you less and is legal since you do not live in CA.
Also, are you sure it's your cats and not an exhaust leak or lazy O2 sensor? This can be tested.
