Yes, as a matter of fact, they do! My original crappy ECU was made on October the 12th, 1994:

Yes, you are right, i guess I am being a bit harsh on it! That is the particular reason I am hanging onto it, is for the capacitor issue. Just in case something happens to the new ECU and its unsalvagable, i still can service the old one. I did open the new one up when i got it in the mail and peek around for corroded parts, but it looked as if it had just rolled off the assembly line so it won't get the treatment for now.

Sure! I found mine on Car-part.com, which is basically a nationwide junkyard search engine. They sometimes have the part number off of it listed as well, which is how i found mine.
The one i found in particular was in Kansas and was around $190 shipped.
They come up on on ebay from time to time as well.
Also, as LSCowboyLS said, there is a way to get the old ones re-flashed with the new firmware, but I know nothing at all about the procedure, or who does it.
Toyota changed three things to correct the issue: the ECU, the Cruise control computer, and the spark plugs. I myself only did the two computers and it fixed the issue, and i've heard others who have left the CC computer alone and only done the ECU, who also have had the problem dissappear.
The new cruise control computers are plentiful as they used them in 96's and 97's, and they can be picked up for about $30 on ebay.
Here is a listing of the new and the old part numbers put together by another member from other posts:
