Post Whirring noise??

Hey guys, I was driving my ,1992 LS400, Lexus last week, and it made some weird noise coming out of the driver rear side. It happens whenever I let go of the accelerator. There is also a slight vibration coming from the area of interest. So I jacked up the car, and found out my cv boot is torn. I also thought my wheel bearing is messed up upon inspection, but when I went to a mechanic, he said it was okay. But I doubt him haha, because I don't know what else could be causing the sound...

I changed out my rims to my previous ones to see if the rims were causing the sound and that wasn't the problem also...

Any suggestion guys?
