Exclamation Radiator doesn't built up enough pressure. CAN'T do a flush. HELP!

My 94 doesn't build up enough pressure to perfirm a thoughout radiator flush. Some say it's a crack in the resivior. Others say the rad is clogged. It's not the water pump because everything flows right. I'm stumped.
