Rusted, frozen exhaust bolts at that location seem to be that way after many years. Depending if this is a blind hole or a bolt that is pressed in will determine what you can-can't do.
Pressed in, spray some penetrating lubricant in, let set that, smack out if possible. Might also be able to grind off the head and extract it from the other side.
Blind bolt threaded into a collar, same lubricant then some locking pliers and trying to screw them out.
Barring those, drilling them out or trying with one of the many bolt extraction kits available at your machinery/tool supplier. Not fun on well aged parts that go through heat cycling like this.
