Don't rule out that the power steering pump is the source of the noise. Since you said you had to add fluid to it, if it got too low, it may be airbound / have air in the system. Does the power steering work without issue?

There's many a thread on here under the sticky that explains how to get air out of the system. It involves getting the front of the car up on jackstands, starting the car and turning the steering wheel lock to lock a good 25~30 times to purge any air out of the system.

I'll share some advice that I just followed.

Remove your accessory drive belt. If the whine persists, check under the car: it could be your transmission pump starving for oil because you have a clogged transmission sump pickup screen. $30 to replace, plus about 2.5qts of Dextron III T-II equiv.

this is either wrong or miswritten.

dexron III/Mercon spec fluid is NOT toyota type-iv compatible. they are NOT interchangeable.

If it's not turning then there is your noise. (belt squealing as it drags across the pulley) I say try taking the belt off and spin all the pulleys (alt, PS, AC, tensoiner) and see if any are making noise.
Also, when you just changed your alt you might have put your belt back on the opposite way that it originally was and it's worn on one side, causing the noise.

If it's not turning then the bearing is siezed up. Time to get a new one. I'm not sure if the bearing can be changed or ya gotta get a new tensioner. If you keep driving like that the belt will just wear down and eventually snap.
