I just picked up a silver 99 Ls400...I want to add 40-60 hp what do you guys thing the best way to go about this on a budjet?
chip?
Exaust?
cold air induction?
any other suggestionss?

you need to search.
-no chips exist that WORK. there are replacement ECUs from Blitz and Trust in Japan with approx. cost of $1800+shipping/duties
-exhaust: search, some gains to be had
-intake: none made, all custom work needed and minimal gains to be had.

go and search this forum and the GS forum as well. a popular method is headers+exhaust+custom intake and then a dyno tune with a fuel controller of some sort (SAFC Neo or the like) though tbh those who really want power end up going with a power adder of some sort.

I would get a second car that does all that and leave the Lexus alone to do what it was designed for. Smooth ,comfortable ,and quiet .

You already have 300 HP, i don't think 40 more will be worth the money IMO.
