Default Steering Column problems !!!

I adjusted the steering wheel with the **** on the side and it moved but made a clicking sound. When i started driving the steering wheel was off to the right really bad . The next day i tryed to adjust it again and it clicked again now the steering wheel just goes round and round and the wheels dont move !!! I checked uder the car first at the rack pinion . 2nd i removed the cover behind the steering wheel and followed the movement down as i turned the wheel from side to side .the part that moves in and out when adjusting , it is turning when it goes inside of it then into a housing and is not turning when it comes out . What should i do next ?? I have a 92 ls400 . I would like to thank everyone for the great information and help !!!!!! I would not have went this far if i had not found this site and all of you !!!!!!!!!
