Power Steering Problem?

Power Steering Problem?
On my 97 LS400, when I turn the wheel it sounds like a whale (low toned groan), but this only happens when turning left. Is this an indication that something is wrong with the power steering? I checked the PS fluid reservoir and it looks like there's still a good amount of fluid in there. Anyone able to offer some insight? Hopefully someone who either has had this problem before, or knows more about power steering than me (which is nothing).

Recently had PS problems, found mechanic that cleaned the screens on the rack & pinon system, flushed and added new fluids. Screens are very FINE, fluid need to be clean. Mechanic advised me PS fluid needs changing to keep system clean. My PS unit was VERY loud, not its very quiet.
