Unhappy slow drivers side wiper

Hi Everyone -
Thought someone might be able to give me some advice about one windshield wiper that is not functioning correctly.

Until a week ago, both wipers worked fine ... now when I turn them on, the drivers side wiper is so slow that the passenger side glides over it and holds it down so it can't work. (the functioning of the passenger wiper is normal and sweeps up and down like it's suppose to). It's very frustrating ... though it seems like a simple problem!
Also, when I move the drivers side wiper arm (car is off) it is loose, as the other one is not.
The bolt on the wiper - just under the hood- did not feel loose when I tried it ...
(Worn wiper blades seem an insignificant reason for this- since the wipers have worked fine all year.)
winter weather is coming soon and I need a solution that hopefully is not going to cost a lot!!

Is there a simple way to fix this?
Thanks!

Thanks.

If this is a 1990 per your profile and the bolt is tight, at worst it's a worn out wiper link assembly/transmission, part number 85160-50010 or 85160-50040 (can't tell which). Either part number is $240.76 (retail $348.24) at parts.com.

Past the following URL into a browser and remove the spaces in it to see a diagram and the part numbers: http://www.t o y o d i y.com/parts/p_U_1990_LEXUS_LS400_UCF10L-AEPGKA_8501.html

Thanks for the info Kansas, appreciate the advice.
Turns out the bolt WAS loose after all, so the "repair" only required a good pair of pliers. Phew!! Should've made sure I checked it completely before starting to worry.
My original post seems a little ridiculous now but ... I am happy that it was nothing major to fix!
