Default 94 LS400 Brakes problem

Guys my friend is having an issue with his 94 LS400...Shift will not move out of park when brake is pressed and his brake lights are out...So we checked the fuse under the dash and found one of the brake fuses were out...So we went ahead and put a new fuse...As soon as we hit the brakes...we saw brake lights come on for a quick second and guess what same thing it went out...as well as the fuse is gone again...What could be causing brake fuse to go out again? Any suggestions will be appreciated

under your dash you have the tail light 15 amp fuse
and you also have a tail light control relay

it could also be your light control switch, integration relay, or wire harness

i forgot to ask...are the headlights working?
if so..follow the sequence i posted above.narrowing it down
