Default please help...getting cold!!! (heater fan not working '93)

started my 1993 ls400 the other morning and the heater fan will not turn on now.i have no idea what is wrong.the buttons work but no blower.when i hit the low medium or high button i can hear a click up under the passenger side foot well,is it supposed to or is there a problem?please help as i am from canada and it is starting to get cold?

Have you checked your fuses? Click is normal (relay)

yeah i already checked the fuses.i figured the click was a relay just had to make sure.

Take out the air filter behind the glove box and look for something blocking it.
