Default Need help with smog problem

Hi Guys,
Just bought a 1993 Ls 400 that has no motor modifications except for an exhaust modification which is catback. I went to go smog the vehicle the first time and I was in the 2000's area of the NO when it was supposed to be 680's under. The guy who smogged it said to clean out the EGR valve, so I had my friend clean out it out and there was a lot of cake in it. Went back to smog again with the same guy and the dmv had my car changed to test only, so I went to the test only guy and now my NO is in the 4000's , does anyone know how I can fix this? Or do I need to run this to a dealership and pay some ridiculous price to get this repaired. Please help

You may have to replace the EGR altogether.
