Default Power Steering Problem - '97 ls400

I need some help. My PS went out so I thought. Here are the events as they happened.

1) I just got in the car and the steering pump started to grunt when I turned the wheel. There was no prior indication of a problem.
2) Changed pump. Worked fine at first then started to grunt again. Steers hard.
3) Changed pump again. Now no grunt just steers hard. No noise at all.

Could this be the soliniod?

you changed the $400+ pump TWICE w/o checking the rack and HP line ????
