Alright, the tilt option of my ls is acting up. it moves towards me and back, but it doesn't go up or down. I know the little white wheel comes out of place, but is not that. before I actually went in there to fix it, when trying to move it down, it would make this noise and won't move. After fixing the little white wheel it doesn't make the noise at all and it still doesn't move. Again, it moves towards me and back. What could it be?

Take the motor out of your 94 Toyota Celsior parting car...It's a 30min. job.
