1993-1994 have issues with the cluster lighting going out due to failed/bad capacitors. I would check them on yours

If you replace those, you should be in good shape. You shouldn't need to replace the board unless it's damaged

You have a different issue. 1993-1994 LS 400 have different clusters than 1990-1992.
