Default EGR Code 71

I have been reading on the forums about the common egr pipe problem. My car is a 1991 ls400 and it has 200,000 miles on it, and the check engine light has been on for about 6 months. The OBD1 reads code 71. The problem is that I do not here are unusual sound like an exhaust leak coming from the engine bay, but the got the EGR malfunction code. We have owned that car since new and I know the egr pipe has never been replaced. What else could be causing the code?

I had the same code in my 1994 GS300 and it was a faulty vacuum modulator. The part was about $60 and I didn't get charged for labor because the guy I took it to was doing otther service anyway.

Thanks, I just replace the EGR modulator and so far the check engine light is off. I will keep you posted.
