Headlight Adjustment on LS400
This is based on a 1990 LS400 model.
Since there are no previous answers and no other how-to's that I can find to headlight adjustments, here is what the manual says. The picture is of the left (driver's side) headlight.

To access the adjustment screw at position B, you will have to remove a rubber plug. In the middle of the rubber plug, there is a "+" slot. Just pop it loose and you will find the screw.
So I've finally found the how-to, but the only problem is, turning either screw either way doesn't do anything. It does not change the aim on my LS400 or my brother's LS400. We both have 1990 models.
What gives?

It does work, it's just that you can't notice it if you're doing it manually with a screwdriver...it takes almost an excessive amount of turns to see it move. Try using a power screw driver...if that doesn't work, then your adjustment screws are probably broken.
Oh, I guess I didn't want the screw to pop out by overturning it. I'll have to try again ... this time with a drill or something. But ... tomorrow night.
UPDATE:
I used a drill on it, and it moves now. The only problem is, when the headlights are straight, they don't line up with the bumper. I have gaps and the fog lights are way out of alignment with the headlights. Is it because the headlight/foglight assembly wasn't installed back correctly? Could it also be the foglight itself wasn't aligned properly into the assembly?
UPDATE:
