Would LS400 '91 rim fit '94 LS400?

Yes, the 91 LS rims will fit a 94 LS but most people go the other way and put 93+ rims on 90-92 LS cars. The OEM rims on 90-92 LS are 6.5 x 15". The OEM rims on 93-00 LS400's are 7 x 16". The 90-92 LS came with smallish 205/65-15 tires. The 93-00 LS came with 225/60-16 tires which are much more appropriate for the weight of an LS. The extra section width of the 225's provided much better braking and a bit better handling too. To maintain speedometer accuracy while using 15" rims on a 93-00 LS400, you would have to use something like 245/60-15" tires. This tire size exists but there is not much of a selection.
I recommend against doing this sort of swap unless it is a short term necessity.

Yup, those wheels are designed to help pull air through the brakes when mounted right. Dont you just love toyota quality
