help with keyless entry programming

i tried to program my key numerous times, to no avail. Is there any way to reset the keyless entry ECM, or do i need to get a new key and chip set? The car is a 1991 LS400.

On the 1st gen LS you will need to get the key and chip set. The chip and the key will be pre-programmed fromt he factory.
