Missing passenger airbag screws?

Missing passenger airbag screws?
I was replacing the AC blower motor controller and also took out the 6 disc changer. When I looked up, I saw the passenger airbag. I noticed 2 holes that looked like they originally had screws but were missing. Did the 1995 LS 400 have an airbag recall and are there in fact screws missing from mine?

There were no airbag recalls for this car. Was your car ever in an accident or was the dash ever removed? Those look like brackets from the dashboard assembly itself.
Two bolts should absolutely go there and they're quite important to ensure the airbag works properly, if it goes off. The module needs to be secured, otherwise it could shift and act improperly

Makes sense. Likely then, someone removed the airbag module bolts thinking it would give them access to the blower motor or another part for some reason, and forgot to put them back
