Wind and or road noise coming from driver side firewall?

Wind and or road noise coming from driver side firewall?
I have this wind/ road noise that seems to come from under the dash on the driver's side. I can't seem to find out where it would be coming from. I've searched, and I don't see anyone that has the same problem. It's noticeable on the highway at 65, and gets louder from there. I'm almost sure that it's some kind of air leak because when I crack the driver's window, I briefly feel warm air around my legs until pressure inside stabilizes.
When I looked under the dash, all I could see was where the steering shaft goes through the firewall. It's surrounded by rubber, but around the center, there appears to be what used to be a piece of foam. I say use to be because whatever was there, disintegrated into almost a sand like substance. Does anyone know what goes there, or could you take a pic of yours?
Not sure if this is the source of my problem or if there is another possible hole through the firewall because it sounds like it's coming from the parking brake area.

We don't know what model year your LS is. This is a diagram for a '98 for reference. It may help to ID the missing column parts (if any).

Completely forgot, it's a 1995 Lexus LS400. It looks like part 45026, but it says that part doesn't fit my year. It shows as a dust cover/ hole cover.
As soon as this storm passes (Idalia), I'm going to reverse flow my shop vac and stick a hose down the engine bay side to see if I can actually pin point where it's coming from inside the cabin. I can't stick my head down there while I'm driving, so I figured this would be a good alternative. Lol
