xenon replacement bulbs

I have seen lots of ads on ebay for xenon (non HID) replacement bulbs for lexus... are these bulbs crap? I know they will not be as good as a true HID system but are they worth considering? anyone have experince with them? do they burnout quickly? are they bad for your wiring and lenses? how is light output on them?
