Default HID problem with ballast?

Installed 35W HIDs in 06 ES330 low beams and I notice that the bulbs sometimes flicker when I turn them on, and they keep flickering. Sometimes one doesn't even come on at all! When I got the kit, there were 2 sets of metal pieces (1 for each bulb) in the kit that I put directly into the sockets for the OEM bulbs, and that's all that came. I was just wondering how to stop the flickering and if it's safe to mount the ballasts onto the strap of the battery? Thanks!

You may need a fuse, flickering and one side not lighting up is a typical sign of not enough current going to the HIDs. HID's draw a large amount of power during start up and not all vehicles can provide enough juice to light them up.

And mounting the ballast to the battery does no harm, the ballast itself should be sealed and does not conduct electricity externally.
