ECE replacement headlamps?

ECE replacement headlamps?
Does anyone know where I can order replacement ECE headlamps for a 1990 LS400?
I know that some Asian countries have ECE type cutoffs. When I visited Taipei, almost all cars had ECE cutoffs or very similar cutoffs.
I don't think that there were many '90 LS400's driving in Europe.... but if I'm wrong let me know...Does anyone have any names or connections? I cannot stand driving behind textured DOT glass anymore. you know what I'm saying?
