Default driver side light dim

After noticing that my lighting appeared to be slightly less than adequate on the left side of my car (while driving) I thought it was because of the headlight was not align right. well it wasn't align right and i fixed it but didn't help either.

it seems when just my low beams are supposed to be on, the right low lamp is on full power, but the left low lamp doesn't seem to have full power going through it. when driving my headlight light up the right side of the road and left side is dimm.

It could just be perspective. The opposite side headlight always seems brighter than the one in front of you. Give us some pics so we can get a better idea...
