Default Passing inspection with aftermarket HID's?

i was telling my dad how I wanted to get an HID kit for my GS3, and he said that it might no be legal or not pass inspection?

1.
Is this true, Would i not get passed on inspection or get pulled over and cited for the lights being so bright?

2.
I would be going with a phillips ultinioun 6000k kit. Is this a good kit?

3.
How long does the system last?

Thanks

1. well depends on what inspection you get. we don't have any inspection in cali except the smog check. my hid kits are "ok".

2. yes that's the best imho. i have them.

3. my "oldest" set have been around for 2 yrs, no problem at all
