That's extremely difficult to do and have it look good because you have to far more critical about how the weave is laid down. This is why Bugatti charges such a huge premium for exposed CF.
I don't car how the weave is laid, I'm sure they did a good job. The weave in the interior is laid out very nicely, as is the hood. I also saw the roof and wing in clear carbon, they were very nicely done as well.

The weave would have to match from panel to panel (in the same direction). Like so below. Otherwise it would look like a complete mess up close. So yes, you do care (well, I know I would).
I never said that's what he was saying. I'm just pointing out that it's not impossible for them to do the same thing. They did it on their F1 cars. They've done it at auto shows with specialty parts, like those on the G's FT-86. Lining up body panels with carbon fiber isn't as hard as it sounds. To me Bugatti just looks like their bragging, when in reality, it's been done for years now.

The issue is more the cold than the snow - the high-performance "summer" tires are usually made out of softer compounds that won't hold up structurally in the cold, resulting in low tire pressure and dramatically reduced grip. Certainly snow tires also have tread patterns designed to better cut through snow, but I'd be more concerned with the temperatures because of the unpredictability - for example, even affecting dry pavement performance.
