Default Radiator fan fuse.

Hello everyone. My car heat meter rises when I am at a stop. when i drive again it goes down, then up when is top again. I think the fan is not working. when i check under the hood in the fuse/relay box. there is 4 relays right, for the fans? how do i know if a relay is blown ? I know if a fuse is blown u can see it. any help would be appriciated.

could be the fuse, temp switch, relay, or wiring. Relays hardly ever go bad though.
