Dealer charged me $2198.03 for "State Fees". I had a local Utah dealer run the same numbers and said they should only be like $298. Does this look off to you?

Yep. Call the finance department right now and ask them what those are.
I called them multiple times. They said I have to wait until the outsourced company finishes processing. Then they are "supposed" to refund me the difference. According to you that may be months in the future

Terrible. The company used in my transaction only charged me the fees for the state in which my car will be registered. They looked them up and handled it. No refunds necessary.
Plus the dealership charged me like 2k extra for licensing. Where as in Utah it's about $245.
sounds like you got robbed (literally). unless there's some law in AZ that says you have to pay it even as an out of state customer.
for my car bought through a dealer in MO they put a temp tag on it (good for 30 days), i paid $195 admin fee only on the car i believe, no other fees AT ALL. i had to pay my transport of course (~$1200) and then FL sales tax ($6K or so!) when i got it here. but certainly no state fees from MO.
