Why does the LC 500 warranty and services guide for 2025 convertible state to use EFI Tank Additive every 5k for - convertible only?

Why does it also say "Island Use Only" ? Is this referring to vehicles owned where Top Tier gasoline is unavailable? Strange that it refers to Convertibles since the engine is the same as the coupe.

The additive is a fuel system cleaner designed to remove carbon, gum, and varnish deposits from fuel injectors and combustion chambers. It is required in island territories because (a) Gasoline in these regions may not meet the same "Top Tier" detergent standards as fuel in the continental United States. (b) Short-distance driving typical of island use can lead to faster carbon buildup in engines that do not regularly reach full operating temperatures for long periods.
