First picture goes in front of the tire. Second picture is a license plate holder.

I wonder why they were in the trunk? Maybe because they might get damaged during transit from Japan? I wonder why the dealer did not put them on.

Is it a big deal to leave them off or put them on?

You can leave them off if you wish, though absent any reason not to I would put them on. They are meant to help aerodynamics and also as a last line of defense against potential debris from going under the wheel if you drive over something large enough. There are two in front of the rear wheels also, I've had to remove mine to install my sideskirts.

You can install them yourself with a stubby Philips, won't even need to lift the car.

If you are in a front plate state, the dealer may not have installed the plate holder because the sale might have come from out of state. However, they should have been installed before delivery, another dealer flub.
