Default What Part Number is this?

Does anyone know what the part number is for this piece hanging off the bottom of the fender? I've searched all the part diagrams and can't figure it out. I'm wondering if I need the whole part or just another clip to secure it back to the fender. Also does anyone know what this part's function is?

I just put a black screw in mine to hold it in place, the plastic push in clip( similar to the ones in the engine bay) had fallen out.

I've bought three of these cursed things since I've owned my 350 and F. The last one got automotive 2 sided tape and a new push pin to secure it. It has not fallen off since.
