NorCal is way worst, from what i have seen and heard. Turn signals? that's rarely used there. If you're signaling to get onto a lane, you're not driving fast enough. They won't let you through! lol.

Why would you want to get into a lane and not drive at the lane speed.

Atlanta is the same way. I almost got run over by a semi that wouldn't move over.

Try driving in Chicago, of all the countries I have driven:

Worst is India, one needs to just merge and that's all. If you wait you will be there for ever and people from back will run you over. South Africa is okay , UK is also okay but some areas very rough.

now In USA the list Worst from top:
1) NY
2) Chicago,
3) SF and Bay area.
4) LA at all times.
5) Detriot.
6) Tie for Cleveland, Pittsburg, Fort Collins, San diego, Dallas and Plano,

Canada was a great experience people were very polite, maybe because I was driving with US plates I was excused at all times.

The Philippines is bad too. I was in a taxi in Manila and the driver cut through a parking lot at about 60 mph just to pass some slow cars that he couldn't get around on the street. I soiled myself.
