It's a scam. eBay doesn't hold money or get involved with any transactions. People that claim eBay will hold the money until the deal is done are scamming you. It's common; by claiming eBay will hold the money, you are lulled into a false sense of security. Basically the escrow company that is holding your funds isn't real, it's a part of the scam. You're supposedly paying the money to eBay when in fact you're giving them the funds. As soon as they receive it, they'll be gone and the car will never arrive.

I'm offering you a secure deal and the car will be inspected on arrival. You'll receive the car papers along with the car!
Here is how the process works:
I will contact eBay and give all the info about this deal.
They will email us the forms which are needed for our deal.
I will send the car to your location and you will send the money to eBay. (All the paperwork needed including a notarized bill of sale will come.)
After you will inspect the car and decide to keep it, eBay will forward the funds.
They will hold the money until the car is delivered to you, with properly executed title. You will have 7 days for inspection. If the car is not like described you will have to ship it back in 30 business days on my expense, but I am sure that you will love it.
In order to move forward I will need your full name and address.
EBay will get in touch with you for further details and instructions.
Looking forward to hearing from you"
i dont know, but he sounds sincere.
what else can i do to make sure the deal is valid?
Go to his place and pick it up.
Its better to do this in person.
You see the car and pay up front and make sure he has the paper work.
Better yet bring a person with you that knows a lil bout car transactions.
Remenber to check out the car

AGREED!!!!!!!! If I were the OP, I would take the original email and send it to Ebay for verification. I can't see Ebay as the Escrow company in a car sales transaction.
TOTAL SCAM. This is not directed towards you personally but people need to really learn on how to avoid being scammed and signs to identify a scam. It's so easy to get scammed these days.
Scam for sure, I was looking at a Saleen Mustang Extreme on craig's list and this is what I received below. Almost a duplicate letter you recieived except with a sobbing story.
Hello,
First of all I want to thank you for your interest for my car.the car has only 15,600 miles and Automatic transmission.
I sell it at this price(7200$)because i just finished the divorce with my husband. When the divorce has finished i owned this car. Now as a women i don't need it. This car is in excellent working conditions, no scratches, flaws or any kind of damage, slightly used in 100% working and looking conditions and comes with a clear title. From the begining you have to know that for the payment I request only secure pay, I prefer the payment to be done using eBay services. We will use a safe payment method because I am affiliated at eBay and I have a purchase protection account for $20.000. The final price that I want for this car is(7200$)including shipping and handling.
I will wait your answer(if you are interested to buy) very soon.
It's a total scam, I've purchased a car off ebay and they have absolutely nothing to do with the sale other than the auction itself. Tell him you'll pay cash and will pick the car up in person. I bet he tells you someone else already bought it or doesn't even respond.
Paypal is very buyer biased but i'm not sure what kind of buyer protection your could get buying a car through them, not that I would recommend that either as they are a pain to deal with if anything goes wrong.
Anyone else catch the dateline where they tried to go after people pulling this kind of crap? They basically spared no expense to try and catch one of these guys and after an exhausting search, they ended up at a internet cafe in a neighboring country of nigeria and never did find the guy. They said even if they did find him, there wasn't much they could do outside the u.s.
Hopefully with everybody telling it is a scam you will believe us!
Try this for fun: offer the so called seller 45k but paid cash and in person (not thru that fake ebay website he would probably have had you initiate a wire transfer). You will see that he will refuse, I guarantee it !
Ahahaha.. This sounds way too familiar lol. I actually was toying with this scammer and knew it was a scam for sure but enjoyed messing with him/her!
Here was the last message from him after i told him i would come meet in person.....

Hi again,
The car is already at the shipping company in Morton,IL sealed and ready for the shipping.I'm very busy with my job and I'm left out of the town so I can't meet in person with you so this is the reason why I chose to sell my car over the internet
Here's how our deal works :
In order to complete this deal the payment must be sent to ebay. As soon as they receive the payment will notify me to start with delivery. After that you will receive all information about delivery so you can be able to track your shipment online.ebay will hold your payment until you receive and inspect the car (you have 5 days for inspection) If you will find the smallest problem with the car you will ship it back on my expense and ebay will send you your full amount back.
Please let me know if you still want to move forward with this deal so I can initiate a transaction with ebay?
