From what I've read ACV should be in MV. I've re-tested a few times, and it's the same reading. Seems to me the diodes in the rectifier is the culprit.
Yes. This is definitely a rectifier bridge issue.

If you are looking to source a reliable new rectifier and rebuild components, I use Romaine Electric. They’ve been doing this 100+ years. They have locations over the west and midwest, but do mail-order also. Call one near you; I have one not far away but I know they do mail order by phone as I have seen them taking and mailing orders.

I replaced the rectifier bridge & voltage regulator soldered with 4% silver bearing solder, then deflux. so far, so good.

It's not a daily and I don't drive it in the winter. So I put on maybe 3k mi/yr. So far, not a hiccup.

Keep in mind, this is a relatively rare failure mode. I only know this because I've been doing electronic/electrical work for 53 years, and I've seen some weird stuff over that time. But as failures go, this is very unusual.
