That sucks it didn't work for you. Good news is it should still be fixable. I think they just used the bumper as an excuse for the other guy, I doubt he needs a new bumper. Yeah definitely avoid the TSB if you see this thread, so far everyone that has posted about getting it done said it didn't work.
