Is it possible to program these without going to the dealer?

Yes. You will need a computer with Toyota Techstream software.

You'll need the usb to obd2 cable, which comes with the software.

I did the above & had no luck ae all, the Toyota Techstream sofware seems to be available to dealers only Mine a 017 ISF. Others may chime in but I bought a used FOB ( unlocked) on Ebay & had the Toyota Dealer program it ($70). It was so simple that way.

I did this a while back on my 3IS and had to erase all smart keys first. If the key is brand new, then no need to do the erase process. There is another erase process (ECU-level) that will require the Toyota codes, which I would even dare to touch.

Btw, I also bought the unlocked fob (but not brand new) from ebay and didn't have any issue. Came with uncut valet key - this one I had to go to Lexus and provide the original valet key - they did it for free.
