will a 18 x 9.5 +38 on a 255/40 tire fit? lowered on RSR downs

The rear would be fine, but the front will rub on the steering knuckle.
9.5 is too big for the front of these cars, plus an offset of +38 isn't helping on the front either.
You could try running the front with a spacer, maybe 10mm, but then the wheel might stick out, to the point it may look odd.
