Unhappy Cracked MudFlap Area

Hi! A few months ago I accidentally bottomed out the front of my 2014 IS 350 F-Sport on one of those concrete slabs at the front of a parking spot. When I backed out, the bumper got caught on a screw and pulled on the drivers side. As you can see from the below pic, it's sticking out a bit and looks as though some of the plastic on the inside cracked. Is this something that can be repaired or replaced easily, on the cheap, and by myself (without replacing the entire bumper) or would it be best left to the dealer to fix?

Sounds familiar to me...

Hopefully the clips on the bumper cover did not get sheared off like mine did - $1200 to fix.
