Do other tire shops have the ability to reinitialize the TPMS or do you have to go back to the dealer?

Tire shops are starting to carry the necessary equipment now too...you don't have to go to the dealer.

My set up they just cloned the existing TPMS, never have to worry about re-initializing the system.
