I think the smaller holes are there to slow us down. We spend millions on aerodynamic testing and then put on a non functional scoop to catch air.
The car was designed to have fog lights, as they do in other markets. When the fog lights got cut for the USDM, they needed to fill the hole. Rather than just making it a super cheap looking black plastic blanking plate, they stylized it a bit. It still looks cheap...but better than just a blanking plate.
