JDM triple beam headlights for 2017 IS

Having issues with mine as well. I ordered off Alibaba with the ballasts they sent me and I installed them and low beams and high beams don’t work at all, only the blinkers.
So I switched the ballasts to the opposite headlights to see if that would work and no luck.
The guy also sent me a video of them working before he shipped them to me, so I’m not sure what’s going on.
I installed my stock ballasts and that worked but I only have low beams, no high beams.
the guy that sent them to me said I need to have the headlight program upgraded 🤷🏻♂️ I’ve never seen anyone have to deal with this before.
Any advice?
