Wow! Those are some scratches, but by the looks of it they seem to be only in the clear coat. If i were you, i would just invest in a DA polisher. I saw that chemical guys had a DA polisher for ebay for around 100$ that is really good and safe for beginners to use. They also have a vast collection of video that could help you out.

I got my 14 OB IS350 F Sport with 39k Miles on it last summer. The paint was bad, but fortunately it had only gone though touch less car washes, they don't take all the dirt off like the brush washes and soft cloth washes, which leave scratches so it wasn't that bad.
I picked up a Chemical Guys, V series sample kit, Blacklight and their Butter Wet Wax which brought the car from a 6/10 to 8.5/10 within a couple hours with my Porter Cable but I went to my mom's to do it. If I didn't have access to a power plug, I would have spent a g on paint correction and some ceramic coating. I need to spend more time this summer though...
As for washing living in a apartment or condo, I usually go to a coin operated spray wash, spend $4 there quickly dry it and when I am back at home in underground parking and use the ONR as a quick detailer as well as do the wheel wells and tires. 15 minutes tops between the two....
OP, do you own the car or is it a lease you plan to return? If it is owned, dropping a g would be a good investment definitely.
